Environmental Services

Western Allegheny County Municipal Authority (WACMA) is responsible for billing Environmental services for North Fayette Township. Storm Water, Sanitation (trash), and Sewage service fees are included on the same invoice as your water bill from WACMA. This bill is mailed quarterly and includes the Township Newsletter. PSN Paperless Statements, Online Bill Pay, and Autopay.

Due to the utility billing transition currently in progress, the payment portal with PSN has been temporarily suspended. This was done in order to prevent customer payment errors during the transition.

If you received your bill from North Fayette Township in March or April, your payment is due to and payable to the Township. Payments may be made by check, cash, or by over-the-counter credit card transactions at the Township office located at 400 North Branch Road. Checks need to be made payable to North Fayette Township.

If you are scheduled to receive your next bill in May or a future date, your bill will come from WACMA. Those bills will need to be made payable to WACMA. Payments may be made by check, cash, or credit card. Prior to making payments or setting up a new account with PSN, you will need your new account number from WACMA. Your existing account number from North Fayette Township will no longer be active.

It has come to our attention that WACMA will not be transferring balances. Due to this fact, those customers having accounts with credit balances will receive a refund by check from North Fayette Township. Those customers having accounts with outstanding balances will be given until June 30, 2021, to make payment in full. Outstanding balances must be paid to North Fayette Township. Effective July 1, 2021, customer accounts with outstanding balances will be handed over to a third-party collection agency.

Residential garbage collection is mandatory in North Fayette Township and the service rate is billed quarterly.

Sanitary Sewage

North Fayette Township is responsible for the maintenance and repair of the sanitary sewer system. The sanitary sewer system is connected to two different treatment plants. For the majority of residents that live north of Steubenville Pike, sewage is treated by the Moon Township Municipal Authority. All other Township residents are served by Allegheny County Sanitary Authority (ALCOSAN). The sewage portion of your utility bill is calculated on water usage reported by Western Allegheny County Municipal Authority or PA American Water. The minimum monthly rate is $23.00 and is calculated on a minimum usage of 3,000 gallons per month. Usage that exceeds the minimum is charged an additional $9.00 per 1,000 gallons of water used.

The Township periodically does a rate study to make sure that the per-thousand-gallon amount is not too high or low, based on charges received by the treatment plants.

A ‘senior discount’ rate of 50% per month per equivalent dwelling unit (EDU) for the first 3,000 gallons shall apply to eligible residential metered customers. Specifically, where (1) a Senior Citizen resides, (2) is the Property owner, and (3) neither the Senior Citizen, their spouse, nor any other individual member of their household has earned or unearned income in excess of $32,000.00 (as verified by tax return), adjusted annually according to the Consumer Price Index for all urban consumers (CPI-U), as published by the Pennsylvana Department of Labor and Industry.  

A ‘disabled citizen discount’ rate of 50% per month per EDU for the first 3,000 gallons shall apply to eligible residential metered customers. Specifically, where (1) a Disabled Citizen resides and (2) is the Property owner.

In the event metered water is used and subsequently discharged to a storm sewer or other location other than the sanitary sewer, that water so discharged may be deducted from the total amount of water consumption used to calculate the sewer user charge providing the amount so deducted is continuously metered in a manner acceptable to the Township Supervisors. 

Water from swimming pools must be discharged to a sanitary sewer. 

For the purposes of this Schedule of User Charges, an equivalent dwelling unit shall be considered to be 50,000 gallons per year. Each mobile home is equal to one equivalent dwelling unit whether or not the mobile home is located in a mobile home park and without regard to the water consumption being metered through a master meter or individually metered. This same criteria shall apply to apartments, townhouses, garden apartments, and all similar multi-family structures. Each equivalent dwelling unit shall be subjected to the minimum rate.


Utility Bill Scam Alert Important Information

North Fayette Township is issuing a warning to customers/residents about possible suspicious phone call activities involving individuals claiming customers’ service will be disconnected for failure to make payment.

It can begin with a received phone call instructing you to call a toll-free number to make payment and to avoid disconnection of service due to non-payment. In some instances, customers may be provided a “reference code” and instructed to go to local drug or grocery stores where they would be approved for an “express payment” on their bills or even instructed to purchase gift cards.

The individuals making and receiving these calls are not North Fayette Township employees, and all residents should exercise caution if someone claims to be with the Township or water authority and asks you to call them for payment of a bill.

You will never be called by North Fayette Township to make a payment regarding your account or asked to go to a local drug or grocery store to make payments. The Township will only contact you for non-payment by US Mail.
