Garbage Collection

The Township collects garbage for both residential and commercial customers.  As of April 1, 2008, there will be an increase in sanitation rates. The residential quarterly rates will increase to $40.00 per quarter.  Senior Citizens rates increase $20.00 per quarter. Eligibility for senior discount is you must be 62 years of age or older. No one can be working in the household and the total household income has to be $20,000 or less. 

Recycling is included in the garbage collection (please see the requirements below for recycling).  Commercial customers should contact the office to get pricing options for pick up.

Guidelines

  1. Our normal pick up schedule is Monday through Friday, 5:00 am until the day’s route is complete.  The exception to this rule is when a major holiday falls during the week. Those holidays are Labor Day, Thanksgiving Day, Christmas Day, New Years Day, Memorial Day, and the Fourth of July. There will be no pick up on those days. The pick up schedule will then be one day later for that day and the rest of the week.
  2. All material for pick up must be placed at the curb before 5:00am on the morning of your scheduled pick up. We cannot guarantee that we will pick up at the same exact time every week.
  3. All garbage must be bagged or placed in containers weighing less than 40 pounds. Do not fill garbage cans with loose garbage that weighs more than 40 pounds. For example drywall, wood, and other objects that won’t work in a bag.
  4. Refrigerators, freezers, air conditioners, and any other item containing freon must have it removed by a certified technician and properly tagged.
  5. Liquid paint can be mixed with kitty litter, sawdust, or other absorbent material and then placed in a double plastic bag and set out with the regular trash. The empty cans must then be left open to dry and the lids left off for pick up. Place cans in the proper container. They are not recyclable. Liquid paint will not be picked up.
  6. Plate glass must be broken and boxed. Each box shall be 40 pounds or less.
  7. All Garbage Rubbish and Yard Waste shall be placed at the curb no more than 24 hours prior to the scheduled collection time. Individuals, who because of medical necessity can not place their garbage, rubbish and yard waste at the curb may make arrangements with the Township for rear yard service. Proof of medical condition will be required to arrange for rear yard service.
  8. The Township will charge an additional $15.00 for the collection and disposal of the following items: Refrigerators, Freezers, Ovens/stoves/ranges, Dishwashers, Televisions over 27" in size. Console type, exercise equipment, Hot water tanks, Washing machines, Dishwashers, Dryers, Couches, Exercise equipment, Hot Water Tanks, Love seats, Recliners, Dressers (chest of drawers), China closet, Tables (full size), File cabinets, Box springs and mattress, Carpet (whole room/house), desks.  Sanitation Customers must call the township office in advance to schedule this collection. Upon payment, the customer will receive a tag to place on the item. The items may then be placed out for collection on the scheduled collection date.
  9. Grass, Leaves and Garden Clippings shall be placed in a biodegradable "craft" bag not exceeding 40 lbs. in weight. Bundled limbs from tree trimmings not exceeding four (4) feet in length and two feet in diameter and weighing less than forty (40) pounds may be placed at the curbside for regular weekly pick up. All such yard waste shall be placed at the curb no more than 24 hours in advance of the scheduled collection beginning April 1st of each year and ending November 15th. Christmas Trees will be collected by the Township during the first two weeks of January.
  10. The following items will no longer be accepted. Building Materials except what meets the definition of rubbish, Concrete, Dirt, Sod, Stone, Large car parts, Tires, Asphalt, Railroad Ties, Landscape Ties, Liquid Paint, Animal Carcasses, Propane Tanks, Chain Link Fence Rolls, Car Batteries, Oil, Gasoline, Anti-freeze and other similar vehicle fluids, Brick, Block, tree and shrub stumps. Other items determined to require special handling and those items excluded by land fill.
  11. Commercial Customers requiring collection of garbage and rubbish beyond their regularly scheduled pick up shall pay the Township a pro-rated amount of their monthly fee equal to one week’s service for each such service.
  12. The Township reserves the right to access additional fees for the collection and disposal upon determining that the solid waste placed out for collection exceeds the normal household amount. Fees will be assessed based upon the amount of waste being disposed of.
  13. The Township complies with Act 101 by recycling.

Recycling

Revised Recycling Calendar

When: Regular garbage pickup day during the weeks shaded on the above calendar.
What: Clear and colored glass, aluminum and bi-metal beverage cans and steel (tin) food cans.  Plastic food, soda, and milk containers.  Plastic types 1 and 2 only.
Not acceptable: Type 3 , 4 , 5 or unmarked plastic.  Motor oil containers, grocery bags, drinking cups, toys, fast food containers, styrofoam items, sheet plastic, aerosol cans, paint cans, window glass, light bulbs, pyrex, or ceramics.
Instructions: Remove lids and metal rings and rinse, do not break glass.  Metal and plastic containers may be flattened.  Place in recycling container.  Do not use plastic liner in container.  All recyclables can be placed in the same container.  The special container(s) provided for recycling are property of the Township and must be returned if you move (unless purchased by resident).  They are to used for recycling only.  New containers can be purchased for $8.17 at the Township office located at 400 North Branch Road, Oakdale, PA 15071.

Grass, Leaf and Yard Pick Up

The Pennsylvania Department of Environmental Protection has mandated that North Fayette Township recycle leaves and grass as part of its overall recycling program. This means that any leaf or grass waste that our Sanitation Department picks up must be taken to an approved composting site. This mandate makes it necessary for the township to make changes in the way we handle leaf and grass pick up.  All leaves and grass that are to be picked up by our Sanitation Department must be placed in "craft" type biodegradable brown paper bags. This type of bag is available at Home Depot, Lowes, Moore’s Hardware, Imperial Hardware, and Agway. Leaves or Grass put out for pick up in any other type container will not be accepted.  We will pick up leaves and grass only the weeks that we are not recycling cans and bottles.  If you are already composting or disposing of leaves in some other way, you can continue to do so.  This is another step in the effort of save landfill space. Sanitary Sewage

North Fayette Township is responsible for the maintenance of the sanitary sewer system.  Sewage is treated in one of two place depending on where you live.  For the majority of residents that live north of Steubenville Pike, sewage is treated by the Moon Township Municipal Authority.  All other Township residents are served by ALCOSAN (Allegheny County Sanitary Authority).  Sewage Billing is calculated on water usage reported by Western Allegheny County Water Authority.  The minimum usage is 12000 gallons per quarter at a rate of $4.60 per thousand gallon.  This calculates the minimum quarterly bill to $55.20 with an additional $4.60 per 1000 gallons of water used over the minimum.  The Township periodically does a rate study to make sure that the per thousand gallon amount is not to high or low, based on charges received by the treatment plants.
