A dye test is needed for the sale or transfer of all property in the township that has any type of building structure on it - house, garage, business, etc.

What is the township processing fee? $30

When did township start doing this? January 1, 2005

Who performs the dye test? Realtor or property owner must contract with a plumber to perform the test and complete the bottom portion of application. Return to Township.

Where should the dye go? Into the storm sewer.  There is a problem if it is going into the sanitary sewer.

Who does the township recommend? Any plumbing company that is licensed with the Allegheny County Health Department.

Vacant Land does not need a dye test.

Refinancing does not need a dye test.

Septic System - Property that has a septic system does not need a dye test, but does need a letter that is signed by the homeowner on file with the township stating that the property is not connected to the public system. This information will be verified by township staff.

New Construction does not need a dye test if it is being sold for the first time from the builder to the first owner. If the first owner decides to sell, a dye test is required no matter how brief a time they were in the house.

Closing companies – The township cannot release a dye test certificate of compliance or the municipal lien certificate until a completed dye test application and the processing fee have been received.
